About Budget Training
The content for the following self-paced webcourses is developed and maintained by Financial Affairs. They are aimed at teaching employees about UCF’s external and internal budget allocation and reporting processes and requirements. Note that these courses are supported by Financials Support Services (FSS) but are not part of the core curriculum designed to teach employees how to use the university’s online accounting system.
Online Courses
FCM130 Colors of Money
This self-paced, online course, FCM130: Colors of Money, is required once for all employees who have accounting, budget, or financial responsibilities. This includes employees with responsibilities for general department or project oversight, purchasing, payroll, and other administrative activities. It is open to the entire university and prior participants will have continued access to course materials.
This course will educate you about the university’s governance structure; annual state budget request and allocation processes; and statutes, regulations, and rules defining the appropriate use of state funds. In addition, you will learn about the following:
- UCF Board of Trustees (BOT) powers and duties
- State budget request process and timeline
- Florida statutes
- State university operating budgets and entities
- Different types of funding sources
- Required BOT approvals
FCM131 Expenditures 101
This self-paced, online course, FCM131: Expenditures 101, is required once for all employees who have accounting, budget, or financial responsibilities. This includes employees with responsibilities for general department or project oversight, purchasing, payroll, and other administrative activities. It is open to the entire university and prior participants will have continued access to course materials.
This course will educate you on the four budget entities that make up the university’s operating budget:
- Education and General (E&G)
- Auxiliary
- Contracts and Grants (C&G)
- Local Funds
You will also learn your role in ensuring that this money is handled properly and what you can do if you notice a problem.
NOTE: This webcourse has a mandatory prerequisite course, FCM130 Colors of Money, which is offered online at Webcourses@UCF. Please complete the online course before registering for FCM131 Expenditures 101.

FBM130 Understanding UCF’s Budget Allocation Model (Available Now)
This self-paced, online course, FBM130 Understanding UCF’s Budget Allocation Model, is required for all employees who have budgeting responsibilities. It is open to the entire university and prior participants will have continued access to course materials.
This course will cover the budget model fundamentals as follows: organizational structure (how units are categorized); allocation of funds (how revenues are distributed); allocation of indirect costs (how central support unit costs are shared); and the strategic investment fund (how to support strategic initiatives or “subvention”)
NOTE: While this webcourse has no mandatory prerequisite course, it is strongly recommended that employees complete FCM130 Colors of Money and FCM 131 Expenditures 101 before registering for FBM130 Understanding UCF’s Budget Allocation Model.
FBM131 Navigating UCF’s Budget Process (Coming Soon)
This self-paced, online course, FBM131 Navigating UCF’s Budget Process, is required for all employees who have budgeting responsibilities. It is open to the entire university and prior participants will have continued access to course materials.
This course delves into UCF’s internal annual budget process (budget development and approval process and timeline); the collaborative budget planning tool (Adaptive Planning); and governance structure (ongoing budget model maintenance and support).
Prerequisite Course: FBM 130 Understanding UCF’s Budget Allocation Model.
